The Grid Management Commi ee (GMC), Inc conducted their special meeting at Peninsula Electric Cooperative, Inc., (Penelco) Leadership Hall, Balanga City, Bataan last August 25 -26, 2011. Penelco General Manager Engr. Loreto A. Marcelino a member of the Grid Management Commitee, representing Luzon Electric Cooperatives hosted the meeting and welcomes the group.
GMC was created by the Energy Regulatory Commission (ERC) as mandated in Section 1.3 of the Grid Code under Republic Act No. 9136, the Electric Power Industry Reform Act (EPIRA). GMC Chairman Jorge H. Lucas presided over the meeting. e invited guest was the Revenue and Regulatory Affairs Group of National Grid Corporation of the Philippines headed by Ma. Cynthia Y. Manrique, Mr. Randy Galang, Mr. Raul Seludo, Mr. Manny Sotomil and party, they discussed and answered questions on their proposals on Fast Raise Contingency Reserve and Embedded Generator for inclusion on the provision of the Grid Code. A 5% of Fast Raise Reserve of Power Generators as a reinforce component to the ancillary services was proposed by National Grid Corporation of the Philippines to the Grid Management Commi ee. NGCP presented the 5% based on their simulation study that the Fast Contingency Reserve is needed to reduce reliance on Automatic Load Dropping during any single generator outage in the system, this will act as stand-by energy supply whenever there is an outage or tripping in the power plants. The meeting aims the GMC to study, review and make recommendations on the NGCP’s proposal on the operation and development of the Grid to the Energy Regulatory Commission (ERC) speci cally on the Embedded Generators and Fast Raise Contingency Reserve, likewise, to ensure and enforce the Philippine Grid Code on the reliability, protection and grid security to international standard. The GMC is composed of the following members; One (1) member each of System Operator; Grid Owner, Market Operator, Small Generator, Supplier and Large Customers and ree (3) members Large Generators, Private and Local Government Distributors, Government Representatives (DOE,ERC, and NEA) and Electric Cooperatives (Luzon, Visayas and Mindanao). Other agenda discussed on the meeting were Chapter 8 of Philippine Grid Code, Boundaries of Connection Asset for Customers of Transmission Providers, Nominees for Suppliers and Private and Local Government Distributors and 2012 Budget. On the second day, GMC group proceeded to Limay ermal Power Plant and GN Power Plant for a Plant visit. |
