As of November 2008, PENELCO’s average system loss registers 10.66% and its average load factor is at the level of 63% while average power factor registered 96% for the entire system. System loss is below the 14% limit set by the Energy Regulatory Commission (ERC) which, in effect, reduces PENELCO system rate. Major factors that contributed to the reduction of system loss are the rehabilitation of a total of 13.051 kilometers of primary and secondary lines, the replacement of more than 4,000 defective and obsolete meters and service lines and the apprehension of 254 consumers.

To further improve the reliability of service, additional two 5MVA substation will be in place by the second quarter of 2009 in the municipalities of Bagac and Morong. The 69/13.8kV protection and metering equipment will be arriving within the first quarter of this year from Western Europe which was bidded out last September 2008.

To deliver more electric service to member-consumers, a total of 58.616 kilometers of distribution line was extended to far flung barangays and sitios of the province of Bataan.
