Balanga is one of the top three towns in Bataan that is composed of a vast number of member-consumers together with Dinalupihan and Mariveles.
Balanga, as the legend was told, derived its name from a kind of pot used for cooking or fetching water. The pot is made of special clay and is locally known as "banga" or "balanga". PENELCO’s main office is situated in Roman Super Highway, Balanga. Aside from the main office, the Coop built another sub office in the town proper located in Ibayo known as the Balanga Service Center with a lot area of 2000 square meters. The S/C was mainly for the convenience of the people of the said town. The office is currently under the supervision of Mr. Virgilio Bantog, former Pilar S/C Supervisor and Foreman Mr. Juanito Potes. They are servicing a total number of 16,594 household connections with 18,193 total number of membership.
