GM Marcelino first came to the cooperative, as an Area Manager to assist GM Edgardo R. Piamonte. With his remarkable performance and strong leadership to steward the cooperative, he was designated as Officer- In-Charge/ AGM in September 1993 when GM Piamonte has to take another task assigned to him by NEA. He became a Resident General Manager last January 2004.

He has placed Penelco in the map of electric cooperative nationwide by receiving all major awards and recognition from NEA, the Most Outstanding Electric Cooperative in the Philippines and the Most Outstanding EC General Manager (Emmanuel Pelaez Award) for two (2) consecutive years, 2001-2002.
