Mr. STEVE PASCUAL ALARCON or whimsically called "Chamberlaine" by his comrades in the office was born on October 13, 1954 in San Jose, Balanga, Bataan. He is the 2nd child in the brood of five, by their parents Jaime Alarcon and Dolores Pascual (deceased). His father who is still very much active despite his age, had preferred to live in Kowloon, Hongkong for so many years now and occasionally visited his other children in Canada and Australia.

Mr. Alarcon graduated with the degree of Bachelor of Science in Mechanical Engineering at the Manuel L. Quezon University in 1978.

His first working experience started at Ricoh Watch Philippines at BEPZ in Mariveles as Technical Supervisor in 1979, a year after he graduated from college. He became a member of the Association for Overseas Technical Scholarship (AOTS). Lucky enough, he was sent to Japan for a training of 7 months for familiarization of the company's product.

His exposures in the said company developed his personality and working relations, especially handling his own staff then. After 3 years of serving the company, he then decided to look for a more stable job.

Steve is one of our present employees who was given a chance to work for the then BATELCO. He was hired in 1983 as Draftsman and then on held various work assignments from Head of Staking and Design to Division Chief of Engineering Services Department (ESD).

Immediately after BATELCO's foreclosure, he then applied to PENELCO, and was hired in May of 1990. He was first appointed as Supervisor of Mariveles SC to supervise its operation and later became the Chief of the Consumers Services & Power Use Division. He also handled the Maintenance Division under ESD.

At present, Mr. Alarcon is the Chief of the Special Project Division (SPD). His team handles the operations of BAPA (Barangay Power Associations), a program designed by the Rural Electrification Cooperatives for the total energization of all barangays, even at the most remote areas of the province. Through the SPD, they helped people run a mini cooperative within their barangay/sitios, which in return, gave a rewarding incentives to their consumers, particularly if being managed well. Mr. Alarcon is the overseer for these existing BAPAs now. He maintains a regular meeting with BAPA officers and members to keep him and PENELCO constantly updated of their operations and other concerns.

On the personal side of his life, Steve used to play trumpet before, which he emulates from his father. The family was managing a band in early 60's, at which time, rendering performances in different occasions especially during town fiestas. He also has talents in singing and dancing as well, Steve is married to Emelita, an Accountant at Cleyton Company in Manila, They were blessed with one (1) child - Karen, 10 years old, now in Grade 4 at Bataan Montessori School.

The couple though apart on weekdays because of their respective work, they still finds time to be together during weekends either here or in Manila.

When asked about his lifeverse, Mr. Alarcon stresses, “Let us develop a new way to succeed.” (By: A. Gabriel)
